MAKING LAWS
How a bill becomes law — The Legislative Process
STEP 1: First Reading – The bill is considered read for the first time and is printed.
STEP 2: Second Reading – Members debate the bill's principle.
STEP 3: Committee Stage – Committee members study the bill clause by clause.
STEP 4: Report Stage – Members can make other amendments.
STEP 5: Third Reading – Members debate and vote on the bill.
STEP 6: Senate – The bill follows a similar process in the Senate.
STEP 7: Royal Assent – The bill receives royal assent after being passed by both Houses.

legislative = law-making 立法
process = a series of actions or steps 程序
bill = the draft of a law that is being proposed 正被提交議會討論的法案或議案
consider = think about carefully 仔細考慮
debate = discuss something with people whose opinions may be different from yours 辯論
principle 原則
committee = a group of people chosen to do a particular job 委員會
clause = a paragraph or section in a legal document 法律文件內的條文
report 報告
amendment from the word amend = change and improve 修改;改善
If you vote on something, you make a choice by voting. Vote on 投票决定
Senate 加拿大國會的参議院
similar = almost the same 類似
assent = agreement, approval 批准;同意 Royal Assent 君主的同意

法案如何成為法例的立法程序
第一步:
首讀:印出法案,以備首次審閱。
第二步:
二讀:議員辯論法案的原則。
第三步:
委員會階段:負責的委員研究法案的句段。
第四步:
匯報階段:委員可以作出修正。
第五步:
三讀:委員就法案辯論投票。
第六步:
參議院:法案再經參議院類似上述的程序。
第七步:
女王禦準:法案經兩級議院通過後再取得女王禦準。
