The government grossly (adv.極嚴重地) underestimated (v.低估) the cost (n.開支) of hosting (v.主辦) the East Asian Games (n.東亞運動會), the Legislative Council (n.立法會) Public Accounts (n.賬目) Committee said.
Games organizers "EAG (n.東亞運) Company" also launched (v.展開) a HK$10 million legacy (n.傳承) project (n.項目) in June last year - to support the long-term (adj.長期的) development of local athletes (n.運動員) - by utilizing (v.使用) the company's operating (n.運作) surplus (n.盈余).
"The committee finds it appalling (adj.令人震驚的) and inexcusable (adj.難辭其咎的) that the Home Affairs (n.民政事務) Bureau (n.局) failed to prepare an estimate (n.預算) of acceptable (adj.可接受的) accuracy (n.準確程度) of the income (n.收入) and expenditure (n.支出) for the EAG when seeking the Legco(n.立法會)'s approval (n.批准) for hosting the games," committee chairman Philip Wong Yu-hong (n.黃宜弘) said.
The committee also finds it "unacceptable (adj.不可接受的) that the bureau had not taken the initiative (n.主動) to inform (v.告知) the Finance (n.財務) Committee or the panel (n.委員會) on home affairs of the significant (adj.重大的) variations (n.變動) in the income and expenditure estimates of the EAG".
The secretary (n.局長) for home affairs "has neither the discretion (n.酌情權) nor room to allow the allocation (n.撥款) of the operating surplus to fund (v.資助) the legacy project."

立法會政府賬目委員會表示，政府主辦東亞運動會，極嚴重地低估了開支。
運動會主辦者“東亞運公司”並使用公司的運作盈余，於去年六月展開一千萬港元的傳承項目，用作援助本地運動員的長期發展。
委員會主席黃宜弘說：“對於民政事務局在尋求立法會批准主辦東亞運時，沒有就該運動會擬備準確程度達可接受水平的收支預算，感到震驚並認為有關當局難辭其咎。”
“民政事務局……沒有主動將東亞運收支預算出現的重大變動適時告知財委會或民政事務委員會”，賬委員認為“不可接受”。
民政事務局局長“沒有任何酌情權或空間，可准許將運作盈余撥作資助傳承項目之用。”
